Regional Spend Analysis

The spend analysis, conducted by Exor Management Services, allows a strategic approach to be taken to procurement, leveraging buying power, eliminating duplicate activity and reducing purchase costs of goods and services.

Forty seven local authorities and six Fire and Rescue authorities have contributed a minimum of one year of data for the South West spend analysis project, covering over 95% of the estimated £1bn annual spend on goods and services in the region. This project therefore provides a fundamental tool for driving savings in procurement and service delivery across the region.

The spend analysis, conducted by Exor Management Services, allows a strategic approach to be taken to procurement, leveraging buying power, eliminating duplicate activity and reducing purchase costs of goods and services. The tool uses both the Thomson and ProClass classification systems and also allows the identification of collaborative opportunities across the region.

Each participating authority can access the on-line database, view standard reports and drill down for more in depth data for their own organisation and across other authorities on the database.

Benefits of the SW spend analysis:

  • Spend visibility and identification of saving opportunities
  • Ability to consolidate spend and suppliers across business units/ organisations
  • Ability to identify shared suppliers and initiate joint working
  • Ability to identify non-contract spend
  • Provides efficiency savings evidence
  • Provides evidence for procurement aspects of business cases e.g. implementation of eprocurement tools
