Project Objectives and Scope

Collaborative activity on Frameworks for Construction and Maintenance, including sharing of information and mutual support on models, documentation and procedures; a common approach to managing and benchmarking framework agreements; and the potential development of inter-authority framework agreements.

We propose to run a health-check on existing arrangements and intentions of SW authorities, and to undertake a readiness review and support programme for those intending to adopt new frameworks.

Anticipated gains from the project

Any figures for efficiency savings are, at this stage, highly conjectural, but it is estimated that participating authorities could make cashable savings of more than £100,000 (i.e. 1% of £10m) on the adoption of new frameworks, and non-cashable savings of £25,000 (half of one senior FTE) by collaborating on the design and procurement of such frameworks.

Wider implications and anticipated gains if it were successfully rolled out


This is already structured as a regional programme with the benefits of consistency and reduced duplication of approach. This programme also informs the work of the national Construction Workstream.
