Project Objectives and Scope

To achieve better outcomes for Children & Young People and to deliver efficiency savings by rolling out the Devon placement tendering process to Cornwall and Torbay and to Plymouth and Somerset. The process consists of establishing a pre-qualified list of providers by competitive tender and then tendering each individual placement against a needs and outcomes statement. The pre-qualified list is held by Devon but individual authorities tender the placements.

Project Status

Devon now have over a year of making all looked after children placements and a few education placements using the process. Torbay have six months experience giving a total of over 70 placements made. Cornwall have piloted the process and Somerset and Plymouth are following on close behind.

Project Output

Cashable benefits of £537k in 2006/7. Initial indications that placement stability has improved.
