Project Objectives and Scope
An important part of the implementation of the programme is developing a framework for measuring the impact that the initiative has on commissioning practice.
IPC will be undertaking a strategic review of authorities’ current commissioning practices at the start of the programme and also at the end of the seven projects within the Learning Disability programme. Key to the success will be the definition of outcome and output measures at the start of the programme by which the impact of the overall programme can be measured. In the review with local authorities on completion of the programme, the perceived benefit of, and their capacity to make and deliver commissioning strategies will be assessed.
In addition to measuring the progression of the seven projects throughout the programme, SWCoE will monitor baseline parameters to track the impact of the projects.
Anticipated gains from the project
There will be no direct cashable or non-cashable efficiency savings achieved during the course of this project. Having said that, this project will enable SWCoE to report on the likely cashable and non-cashable benefits that will be delivered by local authorities using some of the tools and techniques developed in this programme.
