Introduction
Following the success of our public programme of Skills Development training courses, and in response to demand for on-site delivery of the same, SW RIEP 2008 has launched the provision of subsidies (@ 50%) for council specific, on-site business transformation skills courses including:
These on-site courses will be run under SW RIEP's terms & conditions by the same suppliers as run the public courses. The costs, structure, numbers and format of the on-site courses (e.g. numbers limited to 12-15 per day) will mirror the public courses, with the key difference that wherever possible the on-site courses will be tailored to meet the requirements of the council-specific project.
Prioritisation criteria
There is a need for a fair and transparent prioritisation mechanism in anticipation of large demand. The overall aim remains the delivery of most scaleable value, in the most time-efficient manner, for business transformation programmes in the region applying the following principles:
- Priority will be given to Skills Development in support of:
- specific and specified transformation or change projects, programmes or initiatives (i.e. has a name, a defined scope, and an initial programme or project plan), including:
- Business Process Improvement / Re-engineering / Re-design initiatives
- Any collaborative initiative including public/public shared services and public/private partnering programmes
- Major re-organisations
- Specified efficiency or improvement initiatives
- Infrastructure change initiatives e.g. ERP implementation or organisation-wide performance management review
- transformation programmes with the highest value-add as measured by:
- Stated return on investment (doesn’t have to be a full blown business case – a targeted ROI is sufficient)
- Affects a large number of people e.g. an ERP implementation
- transformation programmes that will kick-off or have kicked-off within 3 months of the date of the training, recognising that the value of training is diminished the longer and further away it is from real application
- transformation programmes that are in progress and have identified specific skill gaps that if addressed, will reduce risk, address issues or accelerate benefits realisation.
Councils are responsible for all venue and catering costs.
Evaluation and Delivery Mechanism
There will be a number of monthly bidding rounds for subsidised on-site courses, with a deadline of the 15th of the month.
Submissions are made using a simple pro forma application form (see link below). On receipt of a submission the SW RIEP team programme manager may discuss the application with the applicant to clarify and enhance understanding of the council’s needs.
Applications will be ‘scored’ by the SW RIEP Business Transformation programme team and, after the closing date, applicants will be selected for the 50% subsidies based on the scores. The decisions will be fed back to the initiators.
For successful applicants, SW RIEP will plan the course to meet the initiator’s requirements (subject to the course provider’s availability). The recipient council will be required to complete a 1-page ‘course delivery value’ survey within 3 months of the course delivery
Course logistics
Once the course is scheduled with the provider, all logistics are passed on to the council. However, SW RIEP will maintain overall responsibility for supplier management and for return on its training investment and will:
- Receive copies of SW RIEP Course Evaluation forms administered by suppliers.
- Debrief the council initiator on the overall delivery .
- Track actual course value delivery through a survey conducted within 3 months of the course delivery.
- Suppliers will invoice SW RIEP direct and SW RIEP will in turn invoice the Council for 50% of the cost.
