Important Notice

Business Process Improvement and Lean Systems Thinking – Framework Strategy Review

This notice is to advise Local Authorities and other Public Bodies throughout the United Kingdom that may wish to take up the services on the West Midlands BPI / Lean Systems Thinking framework, that West Midlands have made a decision to limit its use to Local Authorities within the West Midlands only with immediate effect..

It was anticipated that the value of the initial contract work to be awarded via the framework agreement was approximately £60k - £100k for each piece of work with an estimated whole contract value of minimum £5 million over a 4 year period commencing December 2007 and completing December 2011.

The value of work going through the framework has now exceeded the minimum value. This was due to two large requirements we received last Summer which were totally unforeseen. However, the other work that has passed through the framework since December 2007 has been in line with our original expectations.

The framework which currently exists to provide capacity building within the three disciplines of:

  • BPI / Lean Systems Thinking
  • Programme & Project Management
  • Leadership & Change Management

is now potentially in breach of its OJEU limit within the first year of its published availability and is showing signs of growing demand.

A document has been produced to address the risks and to consider the options for the future sourcing strategy (a copy of this document is available on request) and it is West Midland’s intention to publish information regarding the current framework and the new framework which will supercede this within this area of the website. New and updated information will be communicated to other Improvement & Efficiency Partnerships for wider distribution over the coming months.

West Midlands RIEP are currently working with OGCbuyingsolutions on producing a new national framework agreement which is on target to go live on 1st December 2009. The new framework will be very similar to the current framework and will essentially set out to deliver capability and skills transfer in the above areas.
