LIFT SW is currently supporting skills development for councils across the region. All events and modules can be used to complement local authorities’ own learning and development.
Our skills development offering has 4 strands:
- e-learning modules – freely available to all council staff in the region
- a workplace-based NVQ – fully funded by the LSC
- public courses – offered at various SW venues. Delegate fees are typically subsidised @ 50% by LIFT SW, who also pay for all venue and catering costs.
- on-site courses – requests for these are assessed against prioritisation criteria. If granted, the training costs are subsidised @ 50%.

E-Learning Modules
A subset of on-line e-learning modules from Learning Pool are available free of charge to all local authorities in the South West. The available modules are: Change Management, Knowledge Management for Organisational Learning, e-Procurement for Practitioners, Project Management, Building Partnerships and a briefing on the 2006 Local Government White Paper.
NVQ (level 2) in Business Improvement Techniques
A workplace-based opportunity for improvement teams to acquire a qualification whilst working on a real-world project. Currently fully funded by the LSC, so no cost to councils other than staff time.
Public Courses
Association of Project Management - Introductory Certificate - This Introductory Certificate reflects the growing importance of project management in the workplace. The training provides you with an understanding of the language of project management, and the structure of a successful project.
Association of Project Management - Professional Certificate - This professional level course takes place over a full one week period providing the opportunity to attain a certified qualification that is internationally recognised, with the benefit of a 60 per cent subsidy from the SWCoE.
Fundamentals of Lean Systems Thinking - Lean systems thinking is a new way of designing and managing work by managing the organisation as a process rather than a top down hierarchy.
Fundamentals of Lean Systems Thinking 3 day Practitioner course (On-site Course only) - Delivered by Vanguard, this 3 day course is targeted at councils which are about to launch, or are in the midst of, projects and programmes re-designing services around customer needs, improving efficiency, effectiveness and accessibility.Because of the practical nature of this course, it is only available as an on-site course and will be tailored to meet the requirements of such projects and programmes.
Managing Successful Programmes Overview (MSP) - MSP is a way of effectively managing a portfolio of related projects to ensure interdependencies of these projects are managed to achieve visionary objectives.
Managing Successful Programmes Foundation Course (MSP) - This is the 3 day approach to gaining the Foundation qualification. It is an intense course that will require delegates to prepare thoroughly and be prepared for evening work throughout the course. The course includes the Foundation examination and prepares delegates for the Practitioner and the Advanced Practitioner Courses should they wish to move on to those levels.
Managing Successful Programmes Practitioner Course (MSP) - This is the 2 day approach to gaining the Practitioner qualification. It is an intense course that will require delegates to prepare thoroughly and be prepared for evening work. The course includes the Practitioner examination and prepares delegates for the Advanced Practitioner Course should they wish to move on to that level.
Fundamentals of Change Management - This one day interactive workshop is designed for those who are responsible for the successful design, management and implementation of organisational change.
Rough-cut ABC in Support of Business Transformation - The course will focus on ABC costing as a proven methodology and practical hands on approach to help you identify, understand and quantify the costs in your current processes and help you quantify the benefits of the transformed processes. The course is designed to be hands-on and enriched with relevant material for operational executives.
SPRINT - SPRINT is a change and innovation method developed specifically for the public sector and is widely used by local authorities around the county.
MBA Developing Supply Strategy Course 2008 - In conjunction with Bath University Business School, the SWCoE and the SECoE have developed a high profile programme aimed at developing capacity in strategic sourcing in the participating organisations.
Procurement Skills Development - Powerpoint presentations and worksheets from the skills development programme aimed at procurement personnel.
On-site courses
Subsidised on-site courses- A sub-set of the above public courses is available for on-site delivery. Requests for this are assessed against prioritisation criteria. The deadline for applications is the 15th of each month unless otherwise stated.
