Supporting Excellent Outcomes from LAA's and MAA's - new activities support and funding

  1. Stock-take self-assessment of the 16 LSPs’ strengths and needs - Will help build understanding of strengths and areas for improvement across the region, and assist in designing an appropriate support.

    Potential authority funding – On satisfactory completion of the self-assessment, a £20k pump-priming grant is available to each LSP in 2008/9 (total cost £320k).

  2. Outputs from research & analysis - Using stock-take assessments, and other inputs, the RIEP will identify examples of good practice; develop and disseminate case studies; protocols, templates newsletters, case studies, example documents, etc.

    Potential authority funding – N/A.

  3. LAA events & networks - The RIEP will work closely with GOSW and the IDeA to provide LAA and MAA events (seminars, workshops, conferences) where need is identified, engaging members as well as officers.

    Potential authority funding – N/A.

  4. Support for Outcome-based Delivery Planning - LSPs can access facilitated events (paid for by SW RIEP) for outcomes based Delivery Planning. Collective skills development event(s) followed up with LSPs workshop with to agree delivery plan and address relationship / leadership issues.Follow up support depending on needs of the LSP

    Potential authority funding – £40k is allocated in 2008/9 and £40k provisionally allocated in 2009/10. A proportion of this may be used to support LSPs piloting new approaches.

  5. Funded support for innovation and priorities - For the most difficult to achieve outcomes or ones where innovation is needed (and there is not funding from other SW RIEP strands), SW RIEP will financially support a number of pilot projects each year

    Potential authority funding – £200k is provisionally allocated for 2009/10 and £150k for 2010/11.

  6. Funded secondments - Funds could support regular mentoring visits or backfill to allow key officers to work with other councils / partners for a period.This support could be extended to non-council partners in the LSPs.

    Potential authority funding – £50k is provisionally allocated for 2009/10 and £50k for 2010/11.

  7. Targeted support for LSPs - Targeted support will be offered in 2010/11 defined by needs identified in the self assessment signed off by GOSW Locality Managers and the SW RIEP Programme Board.It could relate to skills development in performance management, governance, or leadership, and might involve the commissioning of Local Improvement Advisors. This support could be extended to non-council partners.

    Potential authority funding – £120k is provisionally allocated for 2010/11.

  8. Pre-CAA peer challenge - Peer challenge along the lines of a CPA peer challenge, but adapted to Area assessment.

    Potential authority funding – £128k is provisionally allocated for 2009/10 for supporting such peer challenges – a notional £8k per LSP area.

  9. Funding for multi-area partnerships - The two Multi-Area partnerships in the South West both have an opportunity to bid for grant funding in 2008/9.

    Potential authority funding – £100k to each MAA partnership in 2008/9.
