Fire and Rescue Service National Framework 2008-11

The National Framework sets out the Government’s priorities for the Fire and Rescue Service, including what it expects to see delivered by Fire and Rescue Authorities and Regional Management Boards. References in the National Framework to what authorities “must” or “should” do indicate those areas that Ministers consider to be most important, with references to “must” being stronger than “should”.

National FRS Equality and Diversity Strategy 2008-18

The National Equality and Diversity Strategy's vision is to create, by 2018, a Service which can demonstrate that it serves all communities equally to the highest standards, building on a closer and more effective relationship with the public and creating a more diverse workforce which better reflects the diversity of the local working population in each area. The National Framework states that FRAs must implement the requirements of the Fire and Rescue Service Equality and Diversity Strategy.

The SWFRS has developed and piloted a range of training material for FRS elected members and officers on

  • Induction Framework for newly appointed elected members of FRAs

Induction Framework for new appointed elected members of Fire Authorities

The induction framework was developed by IDeA on behalf of the six SWFRAs. It is based upon the Good Governance Standard (http://www.opm.co.uk/our_work/ICGGPS.shtml) and has been designed to enable officers in FRSs who have responsibility for the support and development of elected members to deliver a structured induction. In some cases experienced members might also benefit from some of the content.

The framework is designed to offer a set of experiences that provide elected members with a foundation of understanding and knowledge that they can use to help them make effective contributions to their FRA in a short space of time; and enable each FRA to select some or all of the components of the framework to deliver the induction process that they consider most appropriately meet the needs of their members”.
