Environmental Services - new activities support and funding
The Waste Services Programme is now entering its second phase and seeks expressions of interest from authority groupings interested in developing projects which will contribute to the achievement of the programme’s delivery plan. Projects which focus on developing collaborative or innovative service delivery will be preferred.The four main areas of support will be in:
- Communications and Citizen Education - the programme will continue to run a range of networking/dissemination events and produce a series of newsletters and case studies. The SW Waste Officer Network forum will continue to be supported as will the work around the 'State of the Region' report and the South West Recycling Officer Forum.
Potential authority funding:
Description:Collaborative proposals focusing on educating citizens in waste minimisation and recycling.
Funding criteria: Available 1st October 2008
Funding schedule (total funding):
2008/09 - £15,000, proposals due by December 2008 via South West Recycling Officer Forum.
2009/10 - £15,000, tbc.
2010/11 - £15,000, tbc.
Business Transformation Engagements -
priority will be given to partnership working (specifically Joint Waste Authority type activity) and the achievement of efficiencies. Match funding will be required (see below for potential funding details).

Innovation and Collaboration support - Financial support will be available for authorities to procure goods, services and facilities collaboratively and at lower cost . Financial support will also be available for authorities commissioning innovative trials/schemes or technical appraisal of waste reduction solutions (e.g. kitchen waste collection pilots, trade waste collection/disposal pilots), waste disposal solutions (e.g. taking into account new factors such as carbon trading) and waste transportation solutions (e.g. carbon neutral disposal vehicles).
Potential authority funding (Business Transformation Engagements and Innovation and Collaboration Support):
Description: Consultancy or direct funding support for business transformation engagements and innovation and collaboration.

Funding schedule (total funding):
2008/09 - £70,000, submit application by 10th October (extended to 23rd October)
2009/10 - £100,000 tbc.
2010/11 - £100,000 tbc.
Skills development - following a more detailed needs analysis a modest training programme based around an MBA module designed specifically for waste officers/managers (Improvement & Efficiency South East led); and a member/portfolio holder mentoring scheme (based on existing IDeA member training schemes) will be initiated.

2008/09 - 2 places will be sponsored.
2009/10 -4 places will be sponsored.
2010/11 - 4 places will be sponsored.
