The Adult Health & Wellbeing Programme is a three year programme covering both improvement and efficiency needs in the adult social care sector. The proposed budget of £3.4m is anticipated to yield cashable savings of at least £20 million over 3 years from the start of the programme.
Whilst the programme also includes capacity building and stakeholder engagement but the main focus is on supporting Local Authorities achieve LAA priority outcomes related to adult social care.
- Improvement work with 1 Star Authorities
Within an overall improvement plan with CSCI and DH, each one star authority will receive bespoke packages of support. The menu of support to be made available includes, Peer reviews, use of consultants to advise and provide expertise to individual authorities or to work with groups of authorities. Funding for short term additional capacity within an authority and to enable backfilling of posts to enable support from better performing authorities to one star authorities is available.

ADASS Performance Network -
A regional performance improvement network, supported by external consultancy, aims to provide authorities with more accurate and relevant information about the performance of their own services and that of colleague authorities by way of comparison. Regional Improvement Bank - A “Regional Improvement Bank” has been established to fund short term pieces of work ( e.g. by consultants, CSED etc ) around the new CSCI performance data requirements.

- Developing the Social Care Sector & the Workforce
Regional events, information sessions & learning sets -
On behalf of the programme Skills for Care are developing a programme of supported workforce planning and staff development to ensure social care workforce is equipped as services are transformed. In addition to strategic regional events for authorities and PCTs, sub-regional and local information sessions and learning sets on business planning and change to take forward the personalisation agenda are planned for providers.
The first series of events - "Skills for Care Sub-regional Information Sessions" have now been arranged for Autumn 2008.
These events will appear on the SW RIEP Events Calendar.

Innovation Fund - An Innovation fund to incentivise the development by Training Providers of new training modules/ models of learning including action learning is to launched in November 2008. Development of Leadership Capability - Bespoke training resources are under development to support leadership development within the region. Regional event for all directors and 2nd tier managers are planned. Funding is also in place to support joint leadership courses with the NHS and to subsidise attendance on accredited management training where this is not available within their authority.

Sector Leadership & Development - To support SW authorities, a model of Social Care Governance, based on the Northern Ireland model in being developed. The scoping phase currently underway to establish what constitutes good practice and what level of investment in voluntary sector infrastructure is required. The project will enable improved development of the voluntary sector infrastructure with options for the future development of the independent sectors role in adult social care, taking account of the need to reposition the role of adult social care and the role of employer partnerships.

Development and Support for Councillors to Lead the Adult Social Care Agenda -ADASS, CSIP and IDeA will continue to work with councillors to enable a range of discussion and development opportunities to meet their needs. Funding will support the existing Councillor Network meetings, which will incorporate a learning set approach and associated administrative support.

- Social Care Reform: Implementing “Putting People First”
Prevention & wider systems transformation
- Funding will provide regional capacity to enable sector self managed development across the South West. This will provide the co-ordination of work on particular change requirements within individual authorities and the design of solutions on behalf of the region as a whole. Work to support developments in care pathways integration between authorities & NHS will also form part of this project.

Social Care Reform: Implementing “Putting People First” (service reconfiguration to deliver personalised and individual services, early intervention and prevention) - The objective of this project is to support authorities throughout the SW to implement the Personalisation agenda as set out in Putting People First which will require authorities to change their model of social care and many of the related systems and processes.
The primary objective in Year 1 is to support the engagement of key stakeholders and implementation of the cultural change required, development of the planning process for transformation, development of a resource allocation system, development of good practice for support planning and brokerage and development of new approaches to commissioning.
A range of support methods are to be employed - training sessions, workshops, conferences, training pack, learning sets, information sharing, advice, consultancy/ external expertise, resource sharing, pilots and trials to develop approaches, work with other regional workstreams. Links with regional networks are being established and a Yahoo group created to share information between authorities. Events, courses/ training opportunities will be advertised via the website and the biweekly newsletter and resources available to download from the website, once developed.

Planning Future Services Together - A sub-regional event (Bristol, Bath & North East Somerset, South Gloucestershire, North Somerset, Gloucestershire, Swindon & Wiltshire) to be held on 21st November at Gloucestershire County Cricket Ground aiming to bring together user led organisations, providers of community based services and commissioners of services to plan for personalised service.

- Regional capacity & support in commissioning for regional networks, programmes of learning sets & seminars/ events
Regional work to deliver improved commissioning and efficiency has been designed to support existing networks with continued input from IPC [Institute of Public Care]. Commissioning Network Meetings - The remit of the network currently ranges right across the commissioning and procurement cycle and across all the adult population including learning disability services and older people’s services.
Strategic information sharing & planning meetings - Meetings scheduled will be on strategic commissioning, exploring regional approaches to managing this agenda, as well as developing common views on dealing with corporate procurement, relations with the NHS, inspections etc. Their aim will be to collaborate in identifying and jointly meeting staff development needs across the South West, establishing common positions about commissioning issues, and working together on regional or sub-regional initiatives. Ongoing work between meetings will be expected by members to develop initiatives generated during the meetings.
Invitations to senior strategic commissioning manager from each authority have been sent out with events scheduled in February and September 2009.
Learning Events - Learning events will be topic based, with a primary purpose to present best practice and allow individuals to think about a particular issue. Each meeting will cover a single topic to ensure depth, and seek input from member authorities.
Attendance will be open to a wide range of people in commissioning roles in authorities and partners. The first event is scheduled for December 2008 Topic: Transforming Social Care and Outcomes. The second event will take place in May 2009: Topic to be agreed.

Local or Sub-regional Action Learning Sets - The intention behind this activity is to support commissioners and providers to explore together some of the issues in developing mature market relationships in adult’s services, and specifically how they can address issues in meeting targets under the national indicators NI 135, NI 136 and NI 139.
A series of sub-regional learning sets, a total of 8 are scheduled in each of 4 sub-regions, with half of the sets linking private providers and commissioners, and half linking voluntary sector providers and commissioners. Each learning set will explore a particular theme chosen because of its local and regional relevance.

Accredited Commissioning Development Programme - A post-graduate accredited short course in commissioning and purchasing in public care is being part -funded within the programme. Authorities and PCTs who wish staff to attend will be expected to pay for the course at a correspondingly reduced rate. The intended outcomes are to give course participants an accredited qualification, provide opportunities for staff not from a commissioning background to develop commissioning skills and apply for commissioning posts as well as raising awareness of strategic commissioning approaches including World Class Commissioning and the outcomes to be achieved through joint commissioning in delivering against key NIs and the Social Care Transformation agenda.

Fair pricing Tools &
Provider & Placements Database - A spreadsheet-based tool developed within the CSR04 Programme to help social workers cost residential care packages for working age adults with learning disabilities is to be expanded in this programme. Work in year 1 will include completion of existing SW toolkits for commissioners of Learning Disability services and addressing requests from authorities for solutions to support individual requirements and outcomes based commissioning approaches. Work has also started with SW authorities mental health commissioners to introduce a modified version of the SW Fair Pricing Tool

Joint work with Housing providers and commissioners - Working with commissioners of specialist services to ensure more effective commissioning activity across the region is proposed, for example extra care housing, dementia etc. This will include support for regional housing networks to enable development of more extra care and specialist housing with support.

CSED Project - Funding has been given to support further CSED work with authorities to provide practical hands on support to project managers in authorities.
CSED consultancy contributes directly by the addition of expertise and capacity to help develop business cases for change, support and practical assistance for implementation as well as support for programme management and change management.
