LIFT SW Strategic Savings Event, 30th October - Exeter

Releasing cashable savings through increased efficiency and better buying is the watch-word for CSR07, which is targeting around 9% savings over the period 2008/09 to 2010/11 for local authorities. The LIFT SW 'Strategic Savings' event on 30th October 2007 at Sandy Park, Exeter, is focussed on showcasing practical projects that have already delivered gains for local authorities in the South West and nationally. The projects cover major authority spend areas including goods and services procurement, construction, adult and children's services and the two key themes of sustainability and the third-sector.

The event is targeted at local authority managers, elected members and anyone who is tasked with delivering efficiency gains without impacting service delivery

National programme for third sector commissioning

IDeA, in partnership with the Office of the Third Sector, is managing the National Programme for Third Sector Commissioning; a critical strand of ‘Partnership in Public Services: An action plan for third sector involvement’. For further information visit:

The programme will operate in conjunction with existing training and support for commissioners. There are five outcomes to be achieved from the programme:

  • Coordinated specialist guidance and support on commissioning services from the third sector;
  • Increased understanding of the third sector amongst commissioning and procurement officers;
  • Provision of awareness training for councillors and public sector officers on the benefits of third sector involvement in the shaping and delivery of public services;
  • Provision of awareness and skills training for the most significant 2,000 commissioners concerned with correctional services, employment services, children’s services, education and training, health and social care services, and other local services; and
  • Improved third sector bidding capacity, particularly among smaller organisations.

LIFT SW – Equalities Event - 12th September, Somerset

As you will be aware, one of the key LIFT SW success measures is aiming for all SW authorities to have achieved at least level 2 of the Local Government equalities standard by March 2008.

A programme of work has now been developed to engage with individual and collective groups of councils to support them with this aim and raise their ambitions still further.

LIFT SW is running a specific event targeted at senior managers, members and equality officers across the region. The event will showcase how authorities have achieved level 2 and beyond, and will allow participants to attend workshops to address core equality themes to enable people to get to know and understand the programme – and how they might best benefit.

LIFT South West Business Transformation Network Event - 1st October 2007

The LIFT South West Business Transformation Network Event will take place on the 1st of October, 10.00 to 16.00 at Taunton Racecourse, with what promises to be an action packed day setting the scene for customer-led business transformation, and the role of the network.

The network will inspire and inform the Transformational agenda for the region as a whole. Keynote speakers will include Steve Smith and Dean Collier, from Clarks Shoes Supply Chain Management Team who will provide a private sector perspective, Sir Chris Clarke, OBE, FRSA and John Rogers, Wiltshire Partnership Programme.

The conference will set the scene for what transformation really means for local authorities and look at how to organise the delivery of a truly transformational programme across the South West.

A number of working sessions will be run to help delegates learn about the latest thinking on Asset Management and Client Access Management and address some of the barriers and enablers to change in the context of transformation.

The event is a must for all change leaders, change agents and improvement executives in the region, and for anyone who is interested in understanding business transformation and what it can mean for the South West.

Waste Information Network (WIN)

To celebrate the Waste Information Network’s (WIN) first birthday, new features have been added including opening access to all who are looking for up to date waste management information. Developed by the South East Centre of Excellence, WIN now has over 700 registered users who use it daily to help their local authorities increase procurement efficiencies, improve services and achieve cost savings.

WIN was previously only accessible to local authority officers, but recent updates mean that anyone can now gain access by registering at:

4ps Launches Social Care Procurement Pack

4ps' has published a new comprehensive guide to procuring care facilities to support local authorities in delivering adult social care services through the Private Finance Initiative and PPP projects, such as intermediate care centres or care for people with learning disabilities. The pack also contains examples of all the documents an authority would need to draft during the Competitive Dialogue procurement process. The 4ps Social Care procurement pack is available from:

Supplier Accreditation Explained

BiP Select, the national pre-qualification service for the public sector, is conducting FREE roadshows across the country to explain the benefits of supplier pre-qualification.

These roadshows will illustrate how public sector buyers can adopt a simple and structured approach to pre-qualification via supplier assessment across a range of commonly evaluated criteria.

The south west regional roadshow will take place on 21st November 2007 at Armada House, Bristol.
