Launch of LIFT SW On-site Skills Development Course Subsidies
Following the success of our public programme of Skills Development training courses, and in response to demand for on-site delivery of the same, LIFT SW 2008 skills development programme is launching the provision of subsidies (@ 50%) for council specific, on-site business transformation skills courses including:
- 1-day fundamentals of lean systems thinking course
- 3-day lean practitioner course offered on-site to a specific local authority looking at a service re-design opportunity be it in the context of shared service or other
- 1-day Managing Successful Programmes overview course
- 3-day Managing Successful Programmes (MSP) foundation course
- 1-day rough–cut activity based costing course
- 1-day change management course
- Pilot 2-day leadership development programme / course relating to transformational change, aimed at director level
Suppliers for these on-site courses are being procured by LIFT SW as part of our overall Skills Development procurement. The 2008 procurement is currently in progress and will be finalised by the end of January 2008. The on-site instances will be delivered by the successful suppliers selected from that procurement exercise, and will be run under LIFT SW’s terms & conditions, between late February and end June 2008.
The LIFT SW subsidy will apply to the supplier’s training and material costs. Councils will need to make their own arrangements for venues and catering.
Demand may exceed supply, so a scoring mechanism and prioritisation criteria will be applied. These are described on our website. Submission is 31st January.

Recruiting Consultancy Masterclass - 30th January 2008, Taunton
LIFT SW Partnership are supporting the delivery of a session to assist officers who recruit consultants. The session will cover the pro's and cons of consultants and supply market insights such as business models and rate cards and will be run by Ian Castle of The Consultant Connection Ltd. The session will be run twice (morning and afternoon) on 30th January 2008 at Taunton Rugby Club and is free to attending officers.
Places are limited and will be allocated on a first come first served basis.

APM Professional Certificate Course - 11th February 2008, Taunton
Following the success of the APM Introductory course in Project Management LIFT SW have places available on the APM Professional Certificate course. This course takes place over a one week period (followed by a half day exam 3 weeks after the course) providing the opportunity to attain a certified qualification that is internationally recognised, with the benefit of a 60 per cent subsidy from the LIFT SW Partnership.

Customer Focused Transformation Network Conference - "The Sharing Agenda" - 25th February, Exeter
Collaboration and sharing of services is one of the major levers for delivering the £4.9bn cash-releasing efficiency savings sought from the sector in the CSR07.
If you have a "Sharing Agenda" to collaborate on any services, you may be struggling with some typical questions at the different stages of your programme such as:

Energy Efficiency Certificates for Commercial Buildings
Article 7(3) requires that buildings with a total useful floor area over 1,000m2 occupied by public authorities and by institutions providing public services to a large number of persons and therefore frequently visited by these persons have an energy certificate.
Are any local authorities making progress with the new requirement to provide Energy Efficiency Certificates for commercial buildings given that there currently are few certified inspectors in place?

Spending for a sustainable future - transforming local government and health procurement
Local government spends around £50 billion a year on procurement and another £17 billion on capital projects. Councils are increasingly looking at how they can spend sustainably to secure wider environmental and social benefits. A number of councils have developed green procurement plans and many others are exploring how their spending can meet environmental goals.
This conference provides a first opportunity to hear about the local government sustainable procurement strategy which commits the sector to sustainable procurement, to hear from the Climate Change Commission on tackling climate change through procurement and to identify practical ways forward.
