SW RIEP: 8 August 2008

The biweekly efficiency and improvement bulletin is produced by the South West Regional Improvement and Efficiency Partnership (SW RIEP).

Summary of the recent SW REIP Management Board meeting, 16th July 2008, Taunton

Key areas affecting authorities discussed at the meeting included:

  • Four key distinctive priorities for the SW
  • Release of funding for CSR07 Delivery Plans
  • Transition to SW Councils
  • Oil procurement
  • Cornwall SR04 sub-regional bid

Four key distinctive priorities were identified in May 08, to be supported

through the SW RIEP partnership, including;

  • Aging well and receiving the right support
  • Enthusiasm for locality as a place to live, work and bring up a family
  • The opportunity to obtain skills and get a good job
  • Ensuring that local views and participation matter

In May 08, £2.5m of was funding was signed-off by the Management Board to kick-off the 15 workstreams. A further £4.9m was signed-off for 2008/09 in the 16th July meeting, making SW RIEP one of the first RIEPs to sign-off funding for authority programmes.

SW REIP is in the process of transitioning to SW Councils: this will reinforce elected member leadership of the partnership and political ownership of the improvement and efficiency agenda. SW RIEP staff are transferring to permanent contracts at SW Councils and equipment and infrastructure will transfer in due course. In conjunction with the move to SW Councils it was also agreed to move away from the name LIFT SW and instead use the name South West Regional Improvement and Efficiency Partnership (SW RIEP).

SW RIEP Skills Development Survey

On 16th July the SW RIEP Management Board approved the Business Transformation workstream CSR07 delivery plan, subject to some minor modifications.The delivery plan sets-out the strategy, outcomes and outputs for the workstream, including the budget allocation over 2008-2011 period

Central to the plan is our Skills Development programme where we will invest over 45% of our 2008-2011 funding.The existing programme is well received in the region with high levels of satisfaction recorded across the 70 courses delivered between January and June 2008.The programme approach and outputs are also attracting a lot of interest from outside the region as an example of best practice approach in this area.

However, what we lack is the longer-term understanding of:

  • The impact of the training on the skills of the individuals and on their behaviour
  • The business results that are improved as a result of this training.

A telephone survey was selected as the most time and cost effective way of closing this gap and realising our overall objectives.We want to capture quantitative as well as qualitative data and one on one survey interviews will therefore be critical to capturing the examples and the “why and how”.

We are currently targeting a 10% sample of the 600 who attended SW RIEP training between January and June 2008.

APM Professional Certificate Course – October 2008

Following the success of the APM Introductory course in Project ManagementSW RIEP are able to offer places on the APM Professional course on the following date:

  • Monday 13th October - Friday 17th October – Taunton

This professional level course takes place over a one week period (following with a half day exam) providing the opportunity to attain a certified qualification that is internationally recognised, with the benefit of a 60 per cent subsidy from the SW RIEP.

Meals of Wheels discussion forum

Worcestershire County Council will host a discussion forum on the 5th of September to share experiences on Community Meals - 'Meals on Wheels'. Worcestershire County Council's current contract will end in approximately 12 months and they are keen to share their experiences and identify any particular innovative areas of good practice. If any other colleagues would like to present on the work being undertaken within their authority or can suggest others who can provide details on any particularly innovative solutions being utilised in this service area please let us know? The event will start with registration at 10am on the 5th September, at Worcestershire County Council, County Hall, Worcester WR2 2NP.
