South West Regional Approach: Don't Waste it
Date: Friday 17th November 2006

The South West Centre of Excellence (SWCoE) and the South West Local Government Agency (SWLGA) joint seminar on Waste Management took place on 8th March 2006 and was well attended with over sixty participants including sixteen Elected Members. The participants were updated on the national waste management agenda by representatives from DEFRA and given an overview on the progress of the Waste Workstream by the South East Centre of Excellence (SECE). Presentations were also given by key local authorities in the South West (SW) on the development of their strategies to achieve LATS compliance.
As a result of the seminar, the SWCoE has been working with a number of other agencies on the next steps, which include:
- Formation of a SW High Level Group (see below)
- Links to the Regional Centres of Excellence (RCE) Waste Strategic Delivery Plan (see below)
- A follow-on event this year (see below)
Formation of an SW Executive Group
Dr Richard Cresswell, Director of the Environment Agency, is leading the creation of a High Level Group for the SW for Waste Management. The group would be charged with overseeing the delivery of specific regional projects. Possible membership includes:
- Environment Agency
- SWLGA, RA
- GOSW
- SWCoE
- Representatives of the Service Providers (Environment Services Association)
- Local Authority Representatives
Links to the RCE Waste Strategic Delivery Plan
The 2007/8 national Annual Efficiency Statement (AES) target for environmental services is £299 million. The 2005/6 AES showed that Local Government was able to deliver £99.2 million, an encouraging result. However there are some very large efficiencies that have yet to be captured.
The RCEs led by the South East Centre of Excellence (SECE) have prepared a Strategic Delivery Plan, the main thrust of which is to capture as many of the remaining efficiencies as possible.
In order for the South West to play its part in implementing, and reaping the benefit of the Strategic Delivery Plan, the Southwest Centre of Excellence (SWCoE) will apply for funding for a SW regional waste programme manager to deliver those projects in the Plan to which the South West gives priority.
The funding application will be presented by the SWCoE’s Director, Julian Morley, at the next meeting of the LIFT Executive Group on 28th November 2006.
To gain the approval of the LIFT Executive Group, the funding application needs to be supported by a robust business case showing that the South West has agreed on one or a number of major regional collaborative waste projects that the programme manager will be capable of delivering within 2 years and generating a worthwhile return on investment.
Follow-on Event
This Officer and Member workshop has therefore been called in order to enable delegates from the South West local authorities and government agencies to have their say in determining which regional projects should be given priority in the funding application to the LIFT Executive Group. South West Children's Services Provider Forum

A number of Children's Services Projects are being undertaken by the County, Unitary and Health Authorities in the South West supported by the South West Centre of Excellence
One project is to sponsor the setting up of a Provider Forum to be attended by representatives of Residential Homes Providers, Independent Fostering Providers and Independant and Non-maintained Special Schools together with the South West Authorities that use these services.
Providers of Children’s Services to the South West Region are invited to send two representatives to this first meeting of the South West Children’s Services Provider Forum which will end after a light lunch.

Member and officer workshop
Driving out waste and delivering service improvement from revenue and benefits is a key part of the forward plans of many unitary and district councils.
A number of councils have already embarked on work in this area. This seminar, aimed at Elected Members and senior officers brings together a wealth of experience from across the SW and nationally.
The seminar is a practical, hands-on session with plenty of time for interaction and discussion.
There will be plenty of opportunity to network and meet other local authorities at all stages of activity in both revenues and benefits and other areas of potential transaction efficiency.

Regional Supporting People value improvement project seminar

The seminar provided an invaluable opportunity for Supporting People Lead Officers, Accountable Officers and Procurement professionals to:
- learn about the work of Value Improvement projects
- identify opportunities for further improvement and efficiency projects
- explore collaborative ventures with other local authorities and public sector bodies in this region, supported where appropriate by the Regional Centre of Excellence.
The programme featured three master classes, designed to allow knowledge sharing of key topics in a small group setting. A range of tools and techniques was demonstrated which could be used to deliver efficiencies and improvements in the Supporting People sector.

Corporate Services ISiS Programme Update

In 2005, Somerset County Council and Taunton Deane Borough Council set up a collaborative project to seek a strategic partner, to help both councils radically modernise and improve their corporate support services through a joint venture project.
When the contract was advertised in December 2005, 36 authorities registered interested in the framework agreement for the “ISiS” (Improving Services in Somerset) programme, which will be only the second two tier partnership programme in the country.
Five months on, the ISiS team has made significant progress, some of which you will have heard about through the regular email bulletins.

Directors and Senior Executives Efficiency Forum
Date: Friday 21st April

Primarily aimed at Country and Unitary Councils running large change programmes, this seminar aims to bring together Directors and Senior Executives from across the South West, to understand barriers to change and share solutions and successful approaches.
The seminar also aims to establish a peer-to-peer network of like-minded individuals to engage together going forwards.
We are fortunate to have a number of presentations from both the private sector and the public sector from companies and authorities engaged on change programmes:
- Julian Morley, Director of the SW Centre of Excellence will talk about current trends in the South West.
- Mike Watson, VP of Supply Chain for Avon Cosmetics, who have continually delivered both efficiency gains and service improvement
- Tony Gosling, Critical Change Ltd, who has helped turn-around a number of change programmes in the private sector
- Professor Veronica Hope-Hailey, University of Bath, who is a Founding Member of the Change Management Consortium
- John Rogers, Programme Manager for Wiltshire's Customer First Partnership
- Kelly Forrester, Leading SW Centre of Excellence Skills Development Programme
In the afternoon we will have a series of workshops aimed at sharing current programmes and best practice.
If required, the SWCoE could support this forum on an on-going basis with the help and support of interested local authorities.

CSR07 Review

ODPM is organising a national series of round table consultations with key personnel from local government to feed into the CSR07. They have asked the national CoE network to support them in doing this.

An event for elected members will be organised in London by the LGA. This may be piggy backed onto the Efficiency Member Champions event planned for the 14th March (see above).

CIPFA Finance Advisory Network Planning for Efficiency

Don't Waste it - Member and Officer Waste Management Workshop

Waste management is an important subject for County, Unitary and District councils alike and increasingly an area where coordination is delivering benefits in other regions accross the UK. District councils are key to this process with a direct impact on the efficiency of the disposal effort.
The aim of this workshop session is to bring together elected members and strategic officers with a responsibility for driving forward the waste management agenda in the SouthWest in order to:
- Exchange information and views on how each WDA plans to achieve its LATS compliance.
- Gauge how the plans of each WDA are progressing.
- Establish any major issues and concerns and how they are being addressed.
- Highlight any specific issues which may be better resolved on a regional rather than a local basis.
- Agree any further actions.
We also want to use the workshop to form a regional steering group or forum, that will meet regularly during the year and progress projects. The event will share progress and learning to date with inputs from those currently engaged in developping and implementing waste partnership arrangements.
The lineup includes the experience of the South East Waste Steering Group, contributions from DEFRA, and from the WDA'S accross the South West.
