SW RIEP in association with Achilles are holding a FREE Frameworks and Selection and Award Criteria Course. Delegates are able to attend the full day covering both courses or may choose to attend just one of the sessions.
The new EC regime for frameworks: the new rules explained
Framework agreements are used extensively in the UK, accounting for 60% of public expenditure on goods and services.There are however many grey areas in the regulations in respect of setting up and operating framework agreements. There are many key questions to address such as:
- How do I set the award criteria at the call off stage?
- Can I revise prices during the life of a framework?
- Must the prices be set in the framework?
- Which other authorities can call off a framework set up for multiple use ?
- Do I need to observe a standstill period?
These and other key questions are considered in the course.Delegates will leave with a clear understanding of how to negotiate the grey areas of the legislation and how to implement good practice, thus reducing risk of challenge.
Selection and Award Criteria
Recent court cases in the UK and ECJ have led to an increase in the amount of information that regulated purchasers must make available to suppliers. The UKNewham case which when taken with the ECJ cases Lianakis seems to substantially expand the amount of information that regulated purchasers must make available to suppliers. This has significant implications for the risk attached to the procurement process in public sector.
This half day course focuses on examining the issues surrounding award criteria, their setting and assessment and how suppliers are advised.
